NOMS West Midlands Regional Commissioning Plan – Offender Need Analysis
The West Midlands Regional Offender Manager commissioned analysis of offender need in the West Midlands Region. The analysis used both OASys data and CONNECT data (courtesy of the CONNECT Project) and therefore the analysis looks at the needs of both short sentence prisoners and those serving over 12 months.
The data was used to analyse need based on:
• Risk of offending
• Risk of harm
• holistic social skills
• The seven pathways.
It was also to help the Commissioner and providers to prioritise and sequence interventions by identifying clusters of need within, across and outside of pathways.
