Changing Ways: Regional Reducing Re-offending Delivery Plan 06-07

Changing Ways sets out how agencies across the East Midlands will work together over the coming year to reduce re-offending by both adult offenders (those aged over 18 years) whether serving sentences in custody the community or both and young offenders (those aged 10 to 17 years) returning from custody.  

It forms the second Regional Reducing Reoffending Action Plan, building on the work of the 2005-6 action plan published in June 2005, and integrates the first Regional Youth Resettlement Framework, to form a holistic strategy for working with all offenders.  

Changing Ways aims to:

  • evidence improved outcomes for offender resettlement and rehabilitation (and thereby victims and communities)
  • facilitate a multi-agency coordinated approach to protecting the public and addressing the resettlement and rehabilitation needs of adult and young offenders in custody and the community in the East Midlands
  • place strengthened approaches to managing offenders (i.e. end-to-end management of sentences, prioritising persistent and high risk offenders and public protection) and needs based rehabilitation and resettlement interventions at the heart of our approach
  • encourage greater multi-agency problem solving to address delivery problems or gaps in provision to resettle and rehabilitate offenders whether in custody or the community
  • ensure that the diverse needs of offenders and our partners are recognised and reflected in the way that we work with them
  • maximise the use of existing resources and increase access for ex-offenders to mainstream services and support
  • support the delivery of the Government’s five year strategy to protect the public and reduce re-offending and its target of reducing re-offending by 10% by 2010
  • contribute to the delivery of the NOMS National Reducing Re-offending Delivery Plan and the Youth Justice Board’s National Youth Resettlement Framework
