The East of England ROM's role

As the regional commissioner for offender services Trevor is primarily concerned with ensuring that the services being provided by prison and probation succeed in protecting the public and reducing re-offending. To achieve this he reviews the performance of service providers to be satisfied that the management of offenders and the interventions provided are effective.

Recent changes within NOMS are taking us towards a different model of operation for NOMS at the national and regional level, including the creation of a new Regional Director of Offender Management, and the amalgamation of the ROM team with the Prison Area team. This post will eventually have line management responsibility for prisons (contract management for private prisons), and commissioning responsibility via probation areas. In the interim phase Trevor has transferred the oversight of the prisons service level agreements to the prison area manager and has moved into a line management responsibility with the Chief Officers of the six probation areas.
