NOMS regions

Working in partnership

We are working together with a wide range of regional, sub-regional and local stakeholders to reduce re-offending and protect the public in the East Midlands.

Organisations we work with include:

• Statutory and formally commissioned local delivery bodies, eg, Prisons (both public and contracted out), Probation Areas, Supporting People Commissioning bodies, Primary Care Trusts, Drugs and Alcohol Action Teams (DAATs), Learning and Skills providers
• Agencies and organisations providing or supporting interventions with offenders, eg, Job Centre Plus, Local Authorities, Housing Associations, Children’s Trusts, and a range of organisations whose core business is not necessarily working with offenders but who provide services which offenders need to access or support in doing so
• Co-ordinating partnerships (both statutory and non-statutory), such as: Local Strategic Partnerships (LSPs), Crime and Disorder Reduction Partnerships (CDRPs), Local Criminal Justice Boards (LCJBs), Multi-Agency Public Protection Arrangements (MAPPA) and Local Safeguarding Children Boards (LSCBs)

Examples of some of our key partnership relationships include:

East Midlands Reducing Re-offending Partnership

Formed in 2005 and meeting quarterly, the East Midlands Reducing Re-offending Partnership (EMRRP) brings together regional and local agencies from the public, private and voluntary and community sectors that can help make a difference to reducing re-offending and protecting the public.

Chaired by Linda Jones, the Regional Offender Manager, the Partnership Board is responsible for overseeing delivery of Changing Ways (new window): A Delivery Plan for Reducing Re-offending by Adult and Young Offenders.

Changing Ways sets out a plan of action to reduce re-offending, covering:

• public protection
• management of offenders
• reducing re-offending alliances
• the rehabilitation and resettlement of offenders aged ten years and older

The Alliances

We want to work with partners in the community in Alliances, to ensure we obtain the best services for offender management.

Within the East Midlands we're currently developing the three Alliances as follows:

Civic Alliance

Working with Local Government East Midlands we are developing a Local Alliance Demonstration Project in Leicester, Leicestershire and Rutland working in partnership with Leicestershire and Rutland Probation Area, five prisons (Leicester, Glen Parva, Gartree, Ashwell and Stocken) and ten local authorities to show how in practice local partners can work together to embed activities to reduce re-offending in their mainstream business.

Corporate Alliance

The regional Offender Learning and Skills Service Board are taking forward a range of activities to engage employers within the region in offering training, mentoring, work placements and employment to ex-offenders.  Examples of activities include a the LSC Employer Prototype Project and a Regional Employer Engagement Conference organised by Apex.

Faith, Voluntary and Community Alliance

The Third Sector (voluntary and community sector) Strategy Group brings together corrections voluntary and community sector leads, Government Office East Midlands, CLINKS, Engage East Midlands, Voice East Midlands and Social Enterprise East Midlands to promote a level playing field for commissioning and strengthen volunteering.  

The Faiths Strategy Group is a sub-group and brings together partners working to develop community chaplaincy projects, supported by CLINKS.

Local Partnerships: Local Area Agreements

We are working with the Government Office for the East Midlands and through Local Probation Areas and prisons with local partners to embed reducing re-offending in Local Area Agreements.
