Meet the Wales team
The Director of Offender Management Wales
Yvonne Thomas is the Director of Offender Management for Wales, leading the Wales team to deliver NOMS aims locally.

The Wales ROM's role
Yvonne Thomas's responsibilities include:
- commissioning services from prisons and probation areas in both the public and private sector
- holding prisons and probation areas accountable to ensure they deliver on performance
- developing 'contestability' - allowing service providers to compete for work to drive performance
This approach ensures NOMS obtains the very best value for money in managing offenders, both in custody and in the community.
The Wales team
Jim A'Herne - Commissioning Manager
Jim’s work focuses on Service Level Agreements and commissioning with probation areas, he is the lead on Voluntary & Community Sector involvement, diversity and the Welsh Language, and Pathfinders.
Jim is an Assistant Chief Officer seconded from the National Probation Service Gwent Area. He has worked with the probation service for 23 years for 3 different probation areas undertaking a variety of roles and responsibilities.
Elaine Jay - Business Manager
Elaine is responsible for general office management, personnel, recruitment, business planning and briefings and casework.
Ingrid Zammit - Offender Management & Interventions
Ingrid works with prisons and probation in Wales on the implementation of Offender Management. In addition she leads on the ‘Children and Families of offenders’ and ‘Attitudes, Thinking and Behaviour’ pathways and is becoming increasingly involved in commissioning and the SLA's for prison and probation.
Ingrid joined the National Probation Directorate in 2003 as the Regional What Works Manager for Wales where she worked with all four probation areas to implement new interventions to quality standards. She joined the NOMS Wales team in April 2005.
Angela McCarthy - Education, Training & Employment Project Manager
As ETE Project Manager Angela’s role is to develop education and training services leading to employment for offenders in Wales, in partnership with relevant stakeholders.
Angela has spent almost all her working career in the Civil Service, having been employed by several government departments at operational and strategic levels. These include, the Health and Safety Executive, Estyn and most recently the Office for National Statistics from whom she was seconded to NOMS Wales in June 2006.
Sabrina Workman - Reducing Re-offending Strategy Support Officer
Sabrina's role is to support the Reducing Re-offending Strategy and its seven pathways, including the Reducing Re-offending Strategy Board. Sabrina has particular focus on the Education, Training and Employment Pathway and the Corporate Alliances.
Sabrina joined the NOMS Wales team in 2006 after working for a year as a receptionist/administrator. She graduated from Leeds University in 2004 with an MA in Conflict, Development and Security, after completing her undergraduate studies in International Relations at the University of Wales, Aberystwyth.
Leanne Langley - SPS to Director
Leanne provides secretarial and administrative support to the Director and NOMS Wales team. Her main responsibilities are management of the Director’s diary, correspondence management, and support to the Director.
Leanne joined NOMS Wales in October 2005 on secondment from the Welsh Assembly Government, where she previously worked as PA to the Finance Director. Prior to joining the Civil Service Leanne worked in a variety of roles within the private sector.
Earl Smith - Project Manager
Earl’s role is to support the implementation of the NOMS/Welsh Assembly Government Reducing Re-offending Strategy, 'Joining Together in Wales', and to lead on the Accommodation and Advice, Finance, Benefits and Debt pathways
Prior to joining the NOMS Wales team in April 2006 Earl spent three years as an Assistant Chief Officer secondee to the Welsh Assembly Government. He held the role of policy adviser with responsibility for criminal justice matters within the Assembly’s supporting people and homelessness programmes. He has worked in four probation areas across England and Wales and has held a number of operational and managerial positions.
Rob Heaton-Jones - Policy Officer
Rob is the policy adviser for NOMS Wales and is responsible for the Reducing Re-Offending Strategy, 'Joining Together in Wales'.
Rob is a career Civil Servant with the Welsh Assembly Government and took the opportunity to be part of the NOMS Wales team for two years to support and help implement the reducing re-offending strategy for Wales. Before joining the team he worked in the Strategy Unit of the Welsh Assembly’s Health and Social Care Department. Working on policy and strategy development for NHS commissioning, service re-design and tackling health inequality issues. He has also worked around re-engaging young people back into education and training.
Karen Hoff - Research Officer
Karen’s role is to provide research support to the NOMS Wales team to ensure an evidence based approach is adopted across work streams. She also collates information relating to offender need in Wales.
Karen joined the NOMS Wales team in November 2006. She has previously worked in the Psychology Department at HMP Bristol and worked as a Research Assistant on a large scale Home Office funded project after leaving University.
Gemma Hayman - Team Support Officer
Gemma's role is to provide general admin support to the team, to arrange meetings and provide secretarial support to the SLAs, Accommodation and Finance, Benefits and Debt Pathways, the Monthly Team Meeting, the Women's Project and the BASS Project. Gemma has a degree in Business and Human Resource Management from the University of Gloucestershire.
Alex Anderson - Head of Finance
Alex's role is to provide the financial acumen to NOMS Wales and leads the team that supports the commissioning function with performanceinformation management, Human Resources and financial processing.
Prior to joining NOMS Wales at the end of 2007, Alex was the Deputy Head of the Commissioners Support Bureau and prior to that had worked as the Programme Accountant for the Commissioning and Contestability Programme. Before joining NOMS Alex had worked for HM Prison Service for four years.
Alex is a Chartered Public Sector Accountant and has a BSc and Diploma in Mathematics from the Open University.
HMP Parc Team: Bob Petitt (Controller), Chris Watkins (Deputy Controller), DK Richards (Assistant Controller), Elaine Elliot (PS to Controller)The Controllers team are based on-site and monitor the contract that NOMS has with G4S, the private company that runs HMP and YOI Parc.
The Controllers Team at HMP/YOI Parc became part of the NOMS Wales team on 30 September 2005 as part of the phased transfer of responsibility for contracted prisons from the Office for Contracted Prisons (OCP) to ROMs.
Bob Petitt - Controller HMP Parc
Bob is responsible for monitoring and reporting on the establishment's contractor performance and managing statutory duties for the establishment. He is a founder member of the Institute of Leadership and Management.
